Overarching Management of the Umbrella Initiative to Accelerate CCS Roll-out Performance

The modernization and digitalization of control-command and signalling cannot be implemented at the required speed using existing procedures, regulations, and processes. The CCS Initiative was established as an umbrella initiative comprising seven sub-projects with a total of 62 measures. We handle the central project management, steer the measures, establish the committee and reporting structures, and ensure that all sub-projects are aligned with a common end-to-end target vision.

Challenge

Initial Situation: The modernization and digitalization of CCS is not feasible with today’s procedures, regulations, and processes. A high investment backlog, poor condition ratings, personnel-intensive operations, and high susceptibility to failure make CCS one of the most critical disciplines.

Problem: Structural, procedural, and organizational deficits exist throughout the entire CCS lifecycle. The large number of sub-projects, measures, dependencies, and stakeholders involved leads to high coordination and management efforts.

Requirement: Overarching management is needed to bundle the measures of the seven sub-projects, align them with a common end-to-end target vision, and track their progress transparently. This requires binding project, committee, risk, communication, and reporting structures.

The approach is relevant whenever numerous sub-projects and measures are running in parallel, dependencies exist between trades and organizational units, and there is a lack of an overarching program structure that makes progress transparent and aligns all participants toward a common target vision.
